On January 30, 2026, H.R 7296 passed the U.S. House of Representatives. The Senate version, S.128, was introduced and referred to the Committee on Rules and Administration last year.

If either version is enacted, individuals would be required to present documentary proof of U.S. citizenship, such as a birth certificate, passport, or naturalization papers, to register to vote in federal elections. For many individuals receiving long-term services and supports (LTSS), such as older adults receiving long-term care at home or in long-term care facilities, these documents are difficult or impossible to access. Many older adults no longer have their original birth certificates or are unable to buy a passport. Their medical conditions, lack of transportation, and the need for assistance will make it difficult, and in many cases impossible, for them to obtain these documents. The significant barriers created by this legislation would result in disenfranchising hundreds of thousands of older or disabled Americans living at home or in long-term care facilities.

Since these requirements would restrict Older Americans’ ability to exercise their voting rights, Consumer Voice opposes the SAVE America Act.
